While this deck doesn’t utilize Rogue’s trait stealing, it is a very powerful control deck that allows you to manage the entire board.
Rogue has a fantastic hero kit and an underrated thwarter that suffers from 2 things: her kit is expensive and she doesn’t get anything from going into AE. With a fantastic ability to safely swap down, we‘ll take care of both of those issues.
Mutant Education is an underrated card, especially for Rogue. It lets you cycle your impressive hero cards back in, and is an easy way to keep Gambit coming back for more. It also pairs perfectly with Weapon X. Energy Transfer can help shore up any worries of taking too much damage from it and is just a fantastic card.
Speaking of Remy, on the surface I’d list him as a “fine” ally, but when you factor in Superpower Adaptation he becomes quite strong, allowing you to have access to recur the aforementioned strong hero cards, picking up a Southern Cross on demand for example.
That adaptation has many choices to pick with a justice ally, with Concussive Blow being the main pick unless you need some quick thwart, and that Education isn’t a bad pickup to help cycle those cards. Just make sure you plan to go into AE to do that soon!
When you are able to get fully kitted out you can flip up to hero with 9 cards in hand and able to pay for Southern Cross or anything else for free with your resource generators. Who needs One Way or Another??
Deft Focus, X-Gene, and Moira MacTaggert are the top upgrades to look out for, with the rest being great but not quite as “play this immediately” feeling, although still great.
While this is designed for True Solo in mind, this scales really well into 2, and I would recommend swapping some damage like Turn the Tide for more thwart if you are going to higher player counts. Minion heavy scenarios could see Banshee for Dazzler to perma confuse lock minions with X-Mansion out.
This deck is also pretty strong with Colossus, although he would need more thwart, so definitely sub out Turn the Tide for something like For Justice! or Lay Down the Law. Gambit would be in a similar boat, but Stealth Strike is also a great consideration for him.
Lastly, what about Stalwart villains? Rogue is unique in that she actually is flexible enough to hang with them as well, although I would swap out Concussive Blow for either thwart or more Allies.

Interesting deck! Will check it out. Came across while building my own Rogue Justice deck and had never thought of some of these combos. Using Superpowered Education to cycle in Mutant Education and then flipping and using that to get more cards and your identity specific cards is great.
