Silk's upgrades can give a huge start boost, but once per turn. If you build into her with readying cards, you will have to split your activations between attack, thwart and defense in order to make the most of it.

Instead, what if we just went all in on one stat, pumping it to the moon, and maximized the effect for one single activation? The plan? Boost Silk's thwart as high as physically possible, and then DOUBLE it with Overwatch.

Lets get it

With Outwit and Organic Webbing, she can get up to 6 THW, which is completely off the chart. But we aren't stopping there. You may have noticed that HALF of the deck is just upgrades. We are going all in. Lets count it up.

Add in Making an Entrance x3, and you can get to a total potential THW of 18. Hit the main scheme with Overwatch bouncing it to another scheme, and you could remove a grand total of 36 threat off of a single activation! But that's just hypothetical, time to be more realistic....

You are very unlikely to ever hit that max number, but that's okay! Even hitting Overwatch with a much more reasonable 10 THW is extremely good. All of these stat boosting upgrades just add redundancies that make our set up easier and more reliable.

Organic Webbing is the number one card you want to get. This gives you the ability to block and thwart, or clear confuse and still thwart. Outwit is fantastic, but it requires some set up with having the right cards tucked to do anything. Typically, you will want to get as many cards from the Villain's set tucked as possible, since you will be thwarting the main scheme. Spider Reflexes is one that I always try to get down early. Extra defense never hurts when you are still setting up, and getting those extra tucked cards is crucial.

Heroic Intuition, Symbiote Suit, and Surveillance Specialist (which comes from Specialized Training) are your next best stat upgrades. Soaring Acrobatics requires Organic Webbing for aerial. Operative Skill and Cell Phone might not seem as good because of their limited use, but they have some extra synergies here. Cell Phone is fantastic for multiplayer, letting you get your thwarting done early in the round, or after your turn if someone else is playing a side scheme. Operative Skill has a bonus of being able to turn Wallcrawl into 3 and 4 threat instead of 2 and 3.

It's also worth mentioning that Overwatch can only remove as much threat as you removed from your thwart. So if you thwarted for 18, but there was only 6 threat on the main, Overwatch only clears 6! So it's important to let some threat build up on the scheme before you actually trigger the upgrade.

Now that we've got the stats out of the way, we need some Overwatch targets. It has to be a different scheme, so you can't just double it back onto the main. Silk always has access to Get the Scoop, which J. Jonah Jameson can recur over and over. The problem is that it only has 4 threat on it. We are going to have way too much overthwart for that. We have 2 other options here that are much better.

First, there's our other player side schemes. These have much higher threat thresholds in multiplayer. Even Specialized Training, with it's 5 per player threat level, can be one shot in 2 player and at 3 + 4 you can get most of it cleared. We only have a few of these in the deck, but you should encourage your teammates to bring more.

We also are running One Way or Another. Yes, in multiplayer! The issue that usually comes up with this card in higher player counts is how the threat on schemes scales with the number of players. At 2 players its usually still okay, but any more than that and it tends to cost more resources to clear the scheme then you get back from the card draw. In this deck, you can clear it with a 0 cost Overwatch! Or at least that will get it low enough to finish off with J. Jonah Jameson and some allies. Silk also loves tucking these schemes, and the card draw really helps build out quicker.

Only 3 allies? Nah, more like 6. With 3 copies of Chance Encounter and a bunch of side schemes to drop bombs on, we will always have some friends around. And these are some damn good friends to have. Manifold can just loop himself by bringing out more side schemes that you can throw another Chance Encounter on, to then go get him again. If the other players at the table have player side schemes, he can go fetch them too. This deck doesn't have that many resources, which makes Moon Girl less appealing, but Chance Encounter lets you get her whenever you are ready. Like if you just drew Genius. A lot of the time, the worst part about side schemes that you pull out with One Way or Another is their When Defeated effects. Vivian solves that problem. You can throw Chance Encounter right on Get the Scoop to go get her whenever you need her.

So this is the most Timmy thwart deck possible, and I love it.

In 2 player, I swap out one of the Skilled Investigators for Under Surveillance. At 2 players, the +4 threat threshold is still useful, and it also gives us the chance to build up more threat on the main for Overwatch turns.

The ally choices are not set in stone. Feel free to swap Moon Girl with the Web Warrior of your choice, or even someone like Blindfold.

I recommend picking scenarios with very large villain sets. Since you want to tuck as many Villain set cards as you can, how easy that is depends on the scenario.

I only recommend this for multiplayer, since the thwart numbers are way too high for solo. The amount you'd have to modify this to be solo friendly would just turn it into a completely different deck.
