The Collector is a frustrating scenario, especially with the resource-poor She Hulk. My initial confuse-lock deck did really poorly (0-4 in practice), so I went harder into SHIELD in order to take advantage of Global Logistics to control the encounter deck... keeping those choky villains at bay and treacheries that can add too many cards to the collection.
The goal here is to hard mulligan to get at least one SHIELD card in play at the start (Allies, Surveillance Team or Helicarrier)... then play Global Logistics at every opportunity.
From there, leverage confuses when possible... most likely Upside the Head since Shuklie should be basic attacking the Collector every turn. Sonic Rifle is also there, but be careful to use both charges lest the Collector grabs it.
Keep Allies from chump blocking if possible to keep them from being collected... just use their non-fatal activation and then exhaust them for Global Logistics or Homeland Intervention.
Impede and Lay Down the Law are there to help with threat when confusing is not possible. Ideally you will be able to flip every turn to mitigate her small hand size in hero mode.
Obviously leverage multi-base attack turns with Limitless Stamina and One-Two Punch. That's likely all the attack you need to wear down the Collector and the occasional minion.
If I had edits to make, I would drop Under Surveillance, and likely Agent Coulson and Counterintelligence. And replace them with a 2nd Sonic Rifle and a 2nd Deft Focus. (since Limitless Stamina is a Superpower and Shulkie needs resources).
