This is just theory-crafting as I don't yet own SHIELD or Jubilee. Now, that said.

I conceptually really like decks that break the 'rules' of the game. Healing in hero, thwarting and hurting in AE, and so on. So, that's what we're trying to do here. Build up your tableau, with plenty of time to do so with your thwarts, and then flip and go all out.

You've got two key combos here. The first, and simplest, is Disguise and Operative Skill, which gives you a three thwart in your AE mode. Functionally, a four thwart, because of your inherent AE ability. The second is Sky-Destroyer, which along with Followed, is going to be the crux of your damage dealing early game. Try to get out Sky-Destroyer real quick! You'll notice that your identity kit isn't that helpful here, and, uh, yeah. Fodder for Legal Practice there.

Once your tableau is set up, use Lay the Trap for a big hit, Beat Cop to clear some pesky minions, and then punch away.

Suggestions I'm looking for. What two cards should I drop? Probably Under Surveillance and Douglass, right? And second, what ways are there to recur Monica Chang?

Going over 40 cards isnt the worst. If the deck plays well then can leave it at 42. The Douglass is prolly a card that can be dropped if you are looking to drop something. Chance Encounter is a way to recur Monica. Can swap some of those in, like maybe less followed or beat cop. Trade some minion damage for Monica loops.
