It took me a lot of time before buying the Jubilee pack because she was never an exciting hero for me as a kid. Looking at her hero cards made me think of a Miles Morales with a different skin. This year, I went on a mission to complete my MC collection. So when I bought her, I realized some of her potential and changed my mind about her hero cards. Here's why
First of all, 4x stun cards + 3x confuse cards (4x if you include Unlikely Duo) is Just awesome! Float Like a Butterfly shines bright in a Jubilee deck because of that. Add in Dazzler, Professor X and Chamber to focus on paralyzing the enemy.
Then you have sweet combos that can make her stand out a little bit more than I would've expected from her kit.

Shopping Spree is something that helps out a lot, but the cost of working on that scheme keeps you from being active. My way of dealing with this scheme is, I want to grab my two Hero upgrades ASAP. Once that's done, then the PSS takes a completely different turn and I'm going to cover that on the next combo description.
- You can work on it with an efficient technique: Honorary X-Men + Utopia. Play an x-men character for a double AE action on the scheme. Bonus if you have Mutant Education to fetch it right back with her AE ability.
- You don't have to be stalled in alter-ego to obtain that benefit. "Threat cannot be removed from this scheme by heroes or allies"... Ok, but Beat Cop's taking care of that so you don't have to. Just keep working those stun/lock events or thwart your way to success while the cop is taking care of retrieving your swag.

Once Jubilee's Coat and Jubilee's Sunglasses are out, Shopping Spree becomes a massively important card combined with Storm since you can dump all the unwanted threat onto that card.

Moira MacTaggert is an important addition here because Jubilee she'll switch often (Shopping Spree and Wolverine, Mutant Education, X-Mansion and all the confuse cards).

Let's talk about Wolverine. Piercing, a healing factor and 3 ATK? 4 ATK when the enemy is confused (Float Like a Butterfly). With the hero often switching to AE. Plus, you have X-Mansion to help out when necessary.

X-Mansion is nice here because you get to use it often AND it makes planing your next turn free.

The X-Jet and X-Gene are critical in a Jubilee deck because of her need for a variety of resource types and the number of events included in her deck.

Obviously, Multitalented and Three Steps Ahead were tailor-made for her. Combined with her Coat and Sunglasses, they are powerful event. Combine them with either Passion for Justice or a mix of Float Like a Butterfly and a confuse status to make them even stronger.
Cards that could've made it
- Bloodgem is an item, but I as I mentioned earlier, all I want is my battle swag.
- Cell Phone can be interesting too as it's an item. But I would only add it when playing multiplayer with another hero who, with the help of Utopia, who make it worth the effort. Heroes like X-23 who has a pumped out ATK, Cable with his heavy THW.
- Interrogation Room is nice with Shopping Spree since it's a support. It all depends if you a want cheaper to play, but less active than Beat Cop.
