Captain America: The Winter Soldier
A thematic Captain America deck featuring all the allies in the movie (Black Widow is the Cameo ally).
General Strategy

1st turn strategy: If you mulligan into Captain America's Shield, discard it as one of the Cameo costs so you can immediately get it back with Steve's setup ability. Try to mulligan for a Suit Up. If you get it, you can grab Maria Hill or Nick Fury (if you have a Sneak Attack) and a S.H.I.E.L.D. Deputy to use Sneak Attack later in hero form.

Try to play your card draw and resource generators (Avengers Mansion, Steve's Apartment, Super-Soldier Serum(s), Quincarrier, Helicarrier, Mission Leader, Clarity of Purpose) when you see them. You likely won't need them all, just play as many as feel you need.

Noble Sacrifice and "Avenge Me!" are the "price of freedom". Remember that they don't work together, but they have strong effects. Only use Noble Sacrifice on an ally without "Avenge Me!" attached to avoid wasting the "Avenge Me!" effects.

Sneak Attack follows the stealth theming in the movie and can be combined with Noble Sacrifice to get greater benefit from the sneaked in ally before they are force discarded.

Nick Fury is the key ally that works with most of the cards here and he has his "Noble Sacrifice" in the movie as well.

Black Widow can grab a strategic Heroic Strike if available in the discard.

Agent 13 and Falcon are solid thematic allies. Falcon is a bit expensive, so Sneak Attack works well with him.

Maria Hill's card draw is always appreciated.
Suggested Thematic Villain
For more theme, this is the Expert villain I fought against with this deck. The quick tempo matches the final rush at the end of the movie.

- Required Crossbones modular sets (Crossbones, Standard, Experimental Weapons) (Character that becomes Crossbones is featured in the movie)
- Expert (optional)
- The Leaper (Batroc is featured in the movie)
- Weapon Master (Winter Soldier is also a weapon master and synergizes well with the Crossbones villain)
- Osborn Tech (can pretend it's "Hydra Tech" for theme)
