First off, being that this is a Winter Soldier deck, it will not work well against villains that don't have a lot of smaller minions that can be easily knocked off. I initially conceived of it as a deck that could ready Bucky's arm multiple times, but as it turns out, Leadership is sorely lacking when it comes to attack events, so that was a bust. I was about to shelve the idea when I noticed that his mask is also Tech traited and decided to keep messing with it. Has somebody else come up with this idea? Probably. Did they execute it better? Almost certainly. I don't know because I haven't looked, so as not to "steal" somebody else's idea. That being said:

This deck is all about using a few Spiders (Spider-Man, Spider-Man, and Spider-Man 2099) to ready the Winter Mask to get multiple uses out of it in a single turn. I would not consider it a strong deck, but it's janky and super fun to bounce Otto in and out of play while getting to draw cards (which is why Web of Life and Destiny is also included). And, as a bonus, when you get to the late stage of the game and you just want to pump damage, you can use him to instead ready your Cybernetic Arm to help pay for and pump up the attack on an additional Metal Punch.

Once you get the Spiders out, you want them to stay out, so First Aid, Innovation, and Rally the Troops help heal them up while Team Training gives them each one extra use if you aren't drawing into that healing. Regroup gives you a fallback to at least keep them in hand if you need an emergency blocker (or, again, the healing fails to show up). Call for Backup helps get Spider-Man 2099 out without paying for his cost. And of course Get Ready is there to ready either 2099 or Peter Parker in a pinch.

Having to pay to put Otto out multiple times can definitely get expensive, so to help with the cost we've got the Helicarrier, Clarity of Purpose, and (in a roundabout way) Resource Reserve. Don't sleep on Resource Reserve! This card is pretty darn AMAZING even in solo, giving you the opportunity to bank a double resource that can be used later. I did not expect it to give me so much flexibility when I put it in, but it absolutely did some heavy lifting in just my first game.

Since Winter Soldier is going to end up either eating or blocking a lot of attacks from the villain and his minions, Multitalented helps him to get some healing in on his hero side, while Silent Infiltration and its ability to hand out a confuse can give him a window to drop down to alter-ego for more aggressive heals. That also gives you the ability to pull a minion with Safe House #30 and draw yet another card.

The entire point of this deck is really to just have fun seeing how many cards you can draw by bouncing Otto in and out of play. Like I said, it's not what I would consider a strong deck, but it's janky and fun, and I love janky and fun.
