TECHnically, Lethal.

This is a Repurpose for Winter Solider. He basically already starts the game with a tech in play (Cybernetic Arm). As well as having his Winter Mask. I don't recommend ditching the mask. If you're planning on flipping down, you could Repurpose your Cybernetic Arm and then get it back with your Alter-Ego ability. We have also added 4 more pieces of tech with 2 each of Energy Barrier and Forcefield Generator. Those will be the main targets of your Repurpose. Since we have a bunch of tech and the S.H.I.E.L.D. trait, Jemma Simmons will help with the resource costs.

Leading Blow is pretty good for Winter Solider. Well, it is once he has Winter Rifle in play. He'll only fail on a 4-booster. Those are rare and if that does happen, at least you're not dealing with a 4-booster for the attack/scheme. Not that if you attack a tough enemy with the rifle and you do happen to draw a 4-booster, you'll still pierce the tough. Leading Blow is a combo enabler for Repurpose. With some of the bonuses from Repurpose, you can pretty much ensure that Leading Blow will always land and can better make use of the stat bonuses. Really fun when teaming up with Falcon!

In terms of survivability, you have Arm Block. Fantastic event. Additionally, you have some great defensive allies. They tend to be cheap chump blockers or tough. Brother Voodoo and Black Widow only cost 2 if you use the card they draw as a resource. Not saying you should, but it is an option. Clea is naturally cheap and can maybe played multiple times per deck pass. Spider-Byte will be 0 - 2 cost since the Arm will be in play during round 1. Jocasta will get Arm Block back for you. Polaris can block twice for you. You have the added tech for damage reduction, Winter Armor for added health, and What Doesn't Kill Me for healing. Additionally, Bucky can stun the villain with Electrical Discharge.
