This deck is pretty straightforward: we want to boost our attack and use Quick Strike.
This has been done before, but Psylocke does it really well. It is easy to pilot, so if you're new to Psylocke, this is a great place to start!
First, the main card here is Quick Strike which will deal damage equal to your attack.
A few things will help us boost that: Combat Training gives us +1ATK, and Brute Force can give us +1ATK for each copy, up to +3ATK. Honed Technique will boost it further, adding the cost of Quick Strike to add +2ATK. That means Quick Strike should deal a minimum of 7 damage, and potentially up to 9, depending on the status of the Psi-Knife/Psi-Katana. If you can hit the mental resource requirement for Honed Technique without the need for Psi-Knife, then you can add the damage from the Psi-Katana. This is situational.
Psylocke has a way to find these cards we need because Training Regimen can search your deck for skill cards. In this deck, that includes Brute Force, Honed Technique, Combat Training, and Martial Prowess, in addition to the three that Psylocke comes with (Psionic Training, Weapons Training, Martial Arts Training).
In order to find, and play, Quick Strike as many times as possible, we are going to use No Quarter, which will help find more aggression cards. That might be Quick Strike, Brute Force, or any other aggression cards.
A few allies will help give out status effects to help Psylocke flip down, or defend against attacks (don't forget that Professor X can be shuffled back into your deck with the AE ability), and The Power of the Mind helps to pay for almost all of Psylocke's event cards.
