I decided to revisit some older heroes while waiting for Next Evolution, to see if there was any interesting builds. It ended up with this Hawkeye deck, using Web-Warriors. Maybe we could find another radioactive spider or something and get him some superpowers?

Update:

I would definitely add Build Support as another option to get Web of Life and Destiny. Could take out Assess the Situation for it. Could consider Superpower Training as another option to get Hawkeye's Quiver.

Card Choices

Why Web-Warriors? Firstly, Hawkeye needs help with defence, so it provides plenty of allies to block while getting extra draws from the Web of Life and Destiny. The other nice part is that the Otto Spider-Man can ready any upgrade, so gives you extra uses of either Hawkeye's Bow or Hawkeye's Quiver. Also, Ghost-Spider lets you grab a specific arrow that you need.

This is rounded off with some ally recursion. As Make the Call puts an ally into play, it avoid the requirement of having a Web-Warrior in play for your spider allies. As Spider-Man only works if played from hand I include 3 copies of Regroup. This also benefits other allies that have effects when they are played while ensuring that you have plenty of allies to block attacks with. Once you have Web of Life and Destiny out you also get to draw and can start turns with 7 or more cards in hand. In general the draw power will help to get to important supports and upgrades quicker.

Even with the blocks Hawkeye is quite frail with only 9 health, and can easily die to effects with directly cause damage to him, such as the cards in his nemesis set. So, I include both Endurance and Down Time. With Sonic Arrow you should have the opportunity to heal if you need to.

Strategy

You want to make sure you play both Hawkeye's Quiver and Web of Life and Destiny on the first pass through the deck. It is good to mulligan cards to try and see these as early as possible, ideally pitch a Web-Warrior to the discard so you can get it with Make the Call.

Early game you just want to set up and avoid taking too much damage, try to get at least one ally into play. It is important to play Web of Life and Destiny once you have it, The Power in All of Us can help to pay for it. Besides that, try to play at least some of Quincarrier and Expert Marksman.

Once you have Hawkeye's Quiver start stacking arrows on it, Spider-Man can help to add more.

By the mid-game you should have plenty of allies in play to defend with and keep threat under control. It is nice to set up SP//dr and keep returning her to your hand with her ability. Note that you can use Spider-Man to get more activations too. Use Regroup when you have the chance. It is nice if you can keep Spider-Man around, but not essential.

Also, try to stun or confuse if you have the chance and flip to Alter-Ego to keep your health topped up and avoid losing to some unexpected damage.

Late on you should have plenty of arrows stored. You can use multiple bow activations in a turn thanks to Spider-Man and Hawkeye. Even if you don't have enough resources for 3 arrows, being able to use 2 and a basic attack from Hawkeye basic is already be a lot of damage!

Other options

You could add The Triskelion here, but I did not find it was essential (I dropped it for Stinger who can be saved for an extra block when you need it without taking up space). If you really feel like Hawkeye should have some more powers, an option I looked at was Symbiote Suit, it could be added in place of Endurance. It solves the problem of Hawkeye's low health and gives you 4 base attack. I found in solo the extra encounters were too difficult to deal with, but it could be good in multiplayer. In general the deck should work well for multiplayer, I'm sure other players will appreciate Regroup.

Conclusion

I tested this solo against a few different expert scenarios and it did pretty well, it beat Red Skull and Drang. It may struggle against scenarios with Steady/Stalwart, or ones that simply put out a lot of damage. In general the deck struggles most early on, but really gets going once you have the essential upgrades and supports out. It would probably do better in 2+ player games, if anyone tries that then let me know how it goes.

I drafted out a similar deck based on using Ghost-Spider to tutor arrows, but haven't had a chance to playtest it yet so I'm glad to see somebody follow-through. One other card I considered was Kaluu

Kaluu is a good idea. I was mostly looking for basic allies to get more from The Power In All of Us, but Kaluu could be worth it. Hope you get around to trying out your deck.
