I keep pre-made decks, and this is the most powerful deck in my collection for multiplayer, by virtue of how easy it makes the game for everyone else.

While this deck does benefit from upgrades like Storm's Cape, Storm's Crown, Deft Focus, Heroic Intuition, and Sense of Justice, I think one of the main strengths of Storm is how immediately she can get to work clearing the board. Thunderstorm and Hurricane pack an extra punch, hitting an extra gear to clear minions and threat that other heroes generally don't have. And she has easy access to them from turn one.

Layer justice events (and Passion for Justice) on top of that for huge burst thwarting, and you have a hero that drastically simplifies the early game for the rest of the table. Let them build up and flip. You are a goddess, whose subtle gifts pave the way to victory.

What's fun about playing Storm in Justice is that even as you're on "boring thwarting duty," you can definitely contribute to other aspects of the game. Your weather choice is an interesting decision every turn, and leads to engaging interactions with the other players. Be careful when you flip. You want to have maximal control over when the weather changes, so ideally you are first player on the turns you start in alter-ego.

The deck is designed to ease the game for other players, so pairs well with most decks. It's the perfect babysitter for an Aggression deck that doesn't work solo. It can also be helpful if your teammates don't utilize stun or confuse (because of Clear Skies) or are able to block for you now and then.
