Apparently, it's impossible to build a weak deck in Marvel Champions. I'll try.
I chose the worst character (Hero She-Hulk only has 4 cards) and added as many cards as possible that cannot be played without being a spy, such as spycraft, espionage.
In addition, the only ally that I added was Spiderman (Peter Parker), costing 5, therefore not able to play as hero
There are no dual asset cards
The rest of the cards are either weak (tenacity, target acquired) by themselves or very expensive (avengers mansion, avengers tower).

Not bad! Did you consider adding allies that you just can't play such as Guardians or Web-warriors? I think it can worsen the list.
