The Fear No Evil expansion introduces potential benefits to "exactly defeat" a side scheme. Who better that Venom to flex on this approach in the Justice aspect.
His base stat of 1 THW is the perfect platform on which to build. Each of Venom's Pistols can toggle his THW from 1 to 2 or 3.

The Operative Skill upgrade adds another toggle lever. If this thwart removes the last threat (including clearing the main scheme), discard Justice Served to ready and get another basic activation. Both Operative Skill and Justice Served can be given to other heroes in multiplayer, further spreading like a symbiote the ability to thwart more precisely across the table.
Let's not forget, the Multi-Gun removes 2 threat from a scheme, which is not a thwart action so can get around a few obstacles, like the Patrol keyword.

In addition to the basic THW, several events remove varying amounts of threat. Infiltration is the most precise, scaling from 1 to 5. This brings a minion into play, so defeating it, then exhausting Interrogation Room can remove exactly one threat from any scheme. Using Stealth Strike to defeat the minion removes even more threat.
Otherwise, prime it to be defeated with Clear the Area to draw a card. With Overwatch on any scheme multiple schemes can be cleared. If 2 threat removal isn't enough on these events, paying for them with Passion for Justice removes 1 additional threat. It can also provide the mental resource for Behind Enemy Lines to remove 4 threat and confuse an enemy.
