Arm Block is a stellar defense card in his kit, having natural synergy with Change of Fortune. Thus the seed for building a protection deck around this combo.
Defensive Conditioning and Armored Vest boost our hero's DEF stat, along with Defense Specialist from Specialized Training. Unflappable grants additional card draw. Nerves of Steel can play other defense events since the Cybernetic Arm is needed for maximum efficiency on his hero-specific cards. Electrostatic Armor gets a ping damage from defending.
A tried-and-true minion slayer, Come Get Me Bub brings them into play so that Bucky's hero ability can take threat off schemes. First Hit is a pivot card to soften up minions or whittle away at the villain, maybe removing tough status cards. Powerful Punch can trigger Change of Fortune.
Jocasta tutors Arm Block from the discard pile and holds it at the ready. Patriot can block damage until Bucky is prepared to rush down the villain. Nick Fury, Sr. readies the Winter Soldier or buffs with a tough status card.
