Captain America with overwhelming amount of extra resources, discounts or card draws (8 in total). Swarm the Villain with up to 6 allies with Avengers Tower, Triskelion and Stinger. Whole team boosted by Mighty Avengers (+1 TWR, +1 ATK) and Team Training (+1 ally life).
Finish the enemy off by boosting your already incredible team with Avengers Assemble for a second round of devastation!
You'll want to switch between Hero and Alter-Ego almost every round to make use of Steve Roger's discount, higher hand size and Steve's Apartment but note that Mighty Avengers only works when you're Captain America.
It's usually better to avoid playing Agent 13 since it'll make Mighty Avengers non-functional and disable Avengers Tower's +1 ally limit.
Highest priority early game should be given to getting your resource generators out. After that, getting one of the two Might Avengers team bonuses. Play allies when you can without sacrificing the previous two goals. Three Make the Calls should guarantee you a pretty much an endless supply of Avengers.
Feel free to ignore most of Captain America's own cards, especially his shield. Cap is here because of his awesome resource generators, not his events (late game his events are fine, but unnecessary).
With a full team out, with just basic abilities, you'll deal out something like 48 Thwart per turn, if using Avengers Assemble! (+3/6 if you drew one or both of Cap's Fearless Determinations.) Or 58 ATK. (More if you're lucky enough to kill some team members with consequential damage and then bringing them back.)
