Suit Up and another ally could help. Suit Up is a little awkward in later turns if you only have one ally, but it increases the chances of finding T'Challa in the first turn. Med Lab and Team Training arent as necessary because it's unlikely T'Challa goes down. Similar with Ready for Action, you likely dont need the tough on T'Challa. Swapping those out for some double resources and Suit Up could make it easier to find T'Challa sooner and be able to play it.
