This is a fairly straightforward deck, I think, and geared towards solo. It's light on supports but heavy on plumage, through its heavy emphasis on aerial cards. The plan is to spend more turns in Archangel and to use the extra thwart events to offset his acceleration icon. Agile Flight in particular should be played as Archangel to trigger the extra damage from a 3-cost aerial card.

The current decklist is running two One Way or Another and one Skilled Investigator - which I think are good inclusions in solo, but that could be cut in a multiplayer game or against a scenario that is low on side-schemes. In a 3 or 4 player game, I recommend dropping the One Way or Another and add in 2 more Skilled Investigator for you friends at the table.

The first deck pass, you should prioritize Under Surveillance - unless you are in a 3 or 4 player game - as you will probably want the extra wiggle room so you can take advantage of big burst turns of thwart, which is what this deck does best. Second priority is of course the Techno-Organic Wings.

You may not like the IPAC but I find Angel's resilience often doesn't mind an extra encounter card, as his kit is very diverse and this deck runs a number of resource cards, it often benefits from the extra cards and I just found it really fun! We aren't running a lot of supports, because Angel is fairly rich in resources. X-Gene, IPAC, and Team-Building Exercise will usually be more than enough to get smooth out your resource curve in a turn.

Generation X is a great way to grab a big attack event if you've got a hand of thwart events - so I like to throw that out in the mid to late game if I get it to set up for finishing the game out. Superpower training isn't terribly important and could be cut, but if you get it early and don't get the wings, it can be worth it to cheat your wings out ASAP, as they give you either a free ready or a discount on an aerial card each turn - a huge benefit over the course of the game.
