After some attempts to build a justice deck for hulk, I noticed that one of them will be really better with Captain Marvel. I post it here to have all sorts of opinion, so fell free to comment, even (or especially) if it is to criticize it.
The Idea was to use the powerful triple ressources and the power of alter ego from captain marvel. Also, I wanted to set up a big machine to remove threat one by one for free.
So I put three beat cop, that will stay in place forever and three surveillance team + monica chang so my surveillance team can stay in place forever. Once everything is in place, you get 6x1 remove threat per turn for free wich is really powerfull.
To use the strong draw power of alter ego, you'll have to flip to alter ego each turn you can. This will allow you to use alpha flight for yourself and your commander action for anyone who needs it. Sonic rifle and professor X will be useful to confuse the vilain so he won't scheme (professor X will also chump block for one of your friends if needed).
Global strategy : Using your mutliples ressources, install a maximum of upgrade/support each of your turn. While in hero form, clean some minion so they won't scheme when you flip to AE form. Never defend against the vilain attack so you can use your healing power to draw a card (with quincarrier generating free resource). Use your ally to chump block for your friends when they need it. While in AE form, draw a lot of cards with Alpha station and your commander power, heal yourself with crew quarters and keep installing supports of every type. If the timing is good, when you flip to hero form, thro a small lay down the law using your sense of justice.
Once everything is in place, you can throw some photonic blast with your triple resources, destroy one surveillance team when you have monica chang in hand, and then resurect it immediatly.
Mulligan priorities : Avengers Mansion, quincarrier, helicarrier, beat cops.
This deck works better in multiplayer, specially 3 or 4 players, but works fine with two players also. In solo, maybe it will be too slow to set up. The goal is to be praised by all the table ;o)
You can add some skilled investigator for your friends if you want.
