This is part of my X-Men set that is designed to allow a group of 4 to play each character without having to worry about duplicates or updating the deck. If you don't play with all 4, feel free to update as needed. I've gone through a couple rounds of expert Muntant Genesis plays with very good results already.

I don't if Phoenix is the best candidate for a shield justice deck, but her threat output is very strong with it, and after the setup allows her to better use unleashed side, while being able to generally output some good threat removal each turn.
The first iteration didn't include Psychic Manipulation and it still very well. Second iteration did include it and the other heroes that liked to swap forms very much enjoyed it. Especially if there is a cyclops in AE going first, you are almost guaranteed to get great value out of it.
Your standard Shield cards all still work the same way. Monica Changpulls out Surveillance Team and adds tokens which can be used early for extra thwart. Helicarrieris never bad and can help you or your teammates. Sky-Destroyerhelps with some extra chump weakening. Government Liaisonhelps you get those cards out quicker. Homeland Intervention is just amazing once you have three Surveillance Team out.
Global Logistics really helps you trigger Sky-Destroyer AND go through that deck looking for shadows or terrible cards to just get rid of. Its how you can better plan for the unleashed portion of your game.
Which comes back to the game plan. Its a very simple game. Get out your shield engine while keeping threat low, and then when you are good, Go all out on unleashed as you can do a lot of quick damage each round AND hopefully knock out some threat while keeping an eye on the encounter deck.
Also, Rise from the Ashes is a great card to get out towards the end of the game when you may have to press your luck or eat a massive attack.
Also, Also, spending all your cards to Mind Controla big minion may sound like a waste, but generally people have to spend 2 to 3 ER knocking out beefier minions and if you can just make them yours, IS A MASSIVE SWING. Depending on the minions, and there are usually some good ones, it was very fun.
